It is considered that stipended volunteering appeared in the 1980s as a characteristic form of mutual help membership activities in the field of elderly persons' welfare. It has been spreading, since the enforcement of the NPO Act of 1998, not only among mutual help membership activities but also as a form of activities in the running of NPOs. Stipended volunteers have been utilized, although their positions are still ambivalent. This sometimes overburdens them and causes practical problems in the application of the existing legal system. The review identifies two kinds of stipended volunteers, one volunteering independently as individuals and the other engaged as agents for organization activities.
