This study uses the example of England, which has been encouraging personal budget-style reforms to the entire social service sector and reviews previous studies that examined the options available to older adults within such systems, using empirical data to highlight future research challenges by identifying factors that inhibit options for older adults. The results of an examination of previous studies reveal that personal budget-style reforms are not effective for older adults in comparison with other client groups, and causal factors for this can be summarised as follows: (1) factors attributable to the system, (2) environmental factors that make options possible, (3) institutional and operational factors, (4) factors inherent to the nature of older people and (5) factors resulting from family support of individual
