It is found that transition of the wave propagation mode between TEM and TM occurs at the sending and receiving ends on an insulated conductor of which the relative permittivity ε[i] ≠ of the insulator is different from that of air, i.e. ε[i] ≠ 1, while only the TEM mode appears in the middle of the conductor.
