Teaching staff's growth and activation of their organization are required. Introducing personnel appraisals system to evaluate them is regarded as one of the method for promoting this. This thesis is not intended to explain the existing personnel rating system, but to point out what will become the agenda for introducing the system. This report consists of four main subjects, \"Preparations arrangements before designing the system\", \"Methods of appraisals, appraisal items and criteria\", \"Administrations for the working of the system\", \"The methods of the feasibility testing\". Previous studies indicate that about 30% of private universities in Japan have already introduced on the personnel appraisal system so far. Further development and refinement of the system is required as more universities will try to introduce
