In particular, crossings with heavy traffic were manned by flagmen, who resided near the crossings. In 1875, the railway between Osaka city and Mukoumati town opened to traffic; it had many railway crossings, some of which were manned. In August 1884, there was a robbery at one of the crossings located in Kamiueno village, Otokuni country, Kyoto prefecture.
