Kitchener's long experience of being \"colonial officer\" abroad gave him a much wider frame of reference. As an administrator, soldier, or reformer, in Egypt, Sudan, and South Africa, he approached his tasks in a unique fashion. After the Bore war, in particular, as the Commander-in-Chief in India, he proposed to reorganize the Army in India in order to answer the larger needs of the Empire. Moreover, he improved the Indian staff system to increase the efficiency of the army. The then Viceroy of India, Lord Minto, supported Kitchener's reforms. As a result of Kitchener–Minto Reform, the Indian army became a more efficient unit in the British Army, serving the Empire to the extent that it did during the Great
