This law was the first to impose regulations on temporary work. In this paper, we compare temporary work regulations in China and Japan with an institutional approach. At present, temporary work regulations in China and Japan are quite similar. However, the differences between them are significant when the introduction of the legislation is considered. While, the purpose of the Japanese Worker Dispatching Law is to promote the diversification of employment patterns and hence, reduce labor cost, China's law is aimed at protecting labor
