Therefore, various management restructuring plans have been presented in each city. In order to examine these plans, it is necessary to understand the efficiency of public subways. To this end, the present paper conducts an efficiency analysis of the public subways of both Tokyo Prefecture and other major cities by using data envelopment analysis (DEA). The results are as follows. Public subway efficiency is poor in some cities, and the cost needs to be reduced. The efficiency is quite poor in Kyoto City and the city's management restructuring plan is insufficient.
