The public demand for the inspection of the Korean nuclear regulatory system has thus increased. As a response, an “Act on the Establishment and Operation of the Nuclear Safety and Security Commission\" was passed on in June 2011; the “Nuclear Safety and Security Commission (NSSC)\" was established in October 2011 as an independent governmental organization, directly under the jurisdiction of the president. The NSSC is responsible for nuclear safety, security, and non-proliferation, and takes a more holistic approach to managing them. However, the NSSC was reorganized under the jurisdiction of the prime minister by the Park administration in February 2013. But public interest in nuclear power and strong regulatory system remains strong in Korea. And it has been criticized because its status was downgraded. Why was the NSSC reorganized? This research analyzes the reorganization process of NSSC with a rational choice theory approach in order to explore the reasons and background of the recent change. It seeks to provide information on the nuclear regulatory system of Korea and to clarify out understanding of rational choice
