| 内容記述 | This article undertakes a statistical analysis to identify factors that influence the occurrence of government-initiated referendum (GIR) in the democratic governments in 18 Latin American countries between 1979 and 2010. The results of the analysis indicate that the variables related to legislative politics are not significant. Instead, they find significant effects of three factors on holding a GIR: institutional openness to GIR, ideological position of the government, and non-traditional government party. This suggests that GIR should be seen as a performance preferred by non-conservative and non-traditional governing parties which attempts to exhibit popularity by breaking political routine of representative democracy and appealing to the public for political reforms. | |||||||||||||
