Although schools are educational institution, there are many governing activities in each unit of school area. Moreover, Schools are situated on the border between the governmental administration and citizens. Therefore, it can be said schools are the interface and they work as function besides educational role. The Japanese School Council (JSO) and the School Support Local Office (SSLO) are the organisations which have a role of connecting school and area; hence, it is necessary to explain how they work. First, schools can be resource of activation of each community; second, JSO and SSLO are placed vaguely in an educational policy. From a case study, it is clarified that each people in stages of policy implementation confuse JSO and SSLO. Third, schools have a limited function to promote community activation.
