This analysis of the confidential papers of the Liberal Democratic Party and the note of Hideo Takeba gives the following results: The efficiency rating providers has implemented efficiency rating in collaboration with the Liberal Democratic Party, the board of education in Ehime Prefecture, municipal board of education, members of the prefectural assembly, principals, PTA and residents of Ehime Prefecture. But efficiency rating providers couldn't see the teachers, because efficiency rating of providers was efficiency rating as measures against Japan Teachers Union. As a result, the efficiency rating became a mere
