 note = {本稿では,日教組対策として勤務評定を推し進めた勤評実施側から見た愛媛勤評闘争を描き,日教組対策としての勤務評定の意味を検討した。勤評実施側は教組側からの激しい抵抗に遭いながらも,自民党,県教委,地教委,PTA,県民等との連携を図りながら勤務実施を展開した。しかし,日教組対策としての勤務評定であったために,勤評実施側にとっては現場教師が死角となった。それゆえ,現場教師からの正当性が不足した勤務評定は形骸化せざるを得なかった。, This paper examines meaning of efficiency rating as measures against Japan Teachers Union through describing the "efficiency rating struggle" seen from efficiency rating providers in Ehime Prefecture. This analysis of the confidential papers of the Liberal Democratic Party and the note of Hideo Takeba gives the following results: The efficiency rating providers has implemented efficiency rating in collaboration with the Liberal Democratic Party, the board of education in Ehime Prefecture, municipal board of education, members of the prefectural assembly, principals, PTA and residents of Ehime Prefecture. But efficiency rating providers couldn't see the teachers, because efficiency rating of providers was efficiency rating as measures against Japan Teachers Union.
