review","bibliographic_titleLang":"en"}]}]},"item_1_description_12":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本稿は、過去20年間の衆参予算委員会において議事運営に関する与野党の対立構造を明らかにしたものである。分析対象期間は1992年から2011年の20年間とし、与野党対立を三つの尺度を用いて分析を行った。一つ目の尺度は審議空転であり、日程協議を主な分析の対象にしている。残る二つの尺度は、委員会審査内における与野党対立を対象としたものであり、一つは委員長の理事会協議をする旨の発言回数であり、もう一つは速記が止められた回数を分析対象としている。予算委員会における議事運営の与野党対立を分析することを通じて、参議院予算委員会の審議機能の検証を試みた。一つ目の尺度からは国会審議における空転割合が大きくなる一因が政治倫理問題の多寡によることが改めて確認された。その他、2000年及び2008年に関しては与党が強行採決したことに対し、審議拒否がなされ空転が生じていることから、与党の強硬姿勢が空転割合を増やす要因となっている。審議空転に関しては衆議院での審議段階において、審議拒否がなされ空転することが主となっているが、参議院での審議段階において93年、08年及び09年に審議空転が生じている。参議院においては30日ルールの制約があるため、93年以降政治倫理問題に関して空転は生じていない。参議院段階における93年の空転は佐川急便事件であり、証人喚問を強く求めるものであったが、効果は限定的であった。他方08年の参議院段階での空転はガソリン税の暫定税率延長のつなぎ法案に関して、期限切れを目指すものであり、09年は定額給付金などに反対し、集中審議を求めたものであり、倒閣や政権交代を狙っての野党戦術となっている。残る二つの尺度に関して、理事会協議回数については20年間を通してみると衆議院予算委員会の方が参議院予算委員会よりも多く理事会協議回数が現れており、委員会審査から理事会協議へ影響を及ぼしていたことがうかがえる。他方で速記中止回数については参議院予算委員会の方が多くなっており、徹底した追及がなされているといえる観測結果が得られた。その他、重回帰分析により空転割合が増えるほど、速記中止回数が増えることが判明した。また野党が参議院で過半数を占めている場合、速記中止回数は減ることがわかった。衆参の審議機能を考えるにあたっては、衆議院で追及しきれなかった場合、参議院で追及がなされるため、衆参を一体のものとして評価する必要がある。衆参一体のものと評価したうえで、参議院予算委員会は片道方式を採用したことに起因して、二院制が行政府監視機能を強めていると考えられる。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_1_description_13":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"研究ノート・資料(Note)","subitem_description_language":"ja","subitem_description_type":"Other"}]},"item_1_description_25":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_1_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.14988/pa.2017.0000012890","subitem_identifier_reg_type":"JaLC"}]},"item_1_publisher_15":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"同志社大学政策学会","subitem_publisher_language":"ja"}]},"item_1_relation_24":{"attribute_name":"関連サイト","attribute_value_mlt":[{"subitem_relation_name":[{"subitem_relation_name_language":"ja","subitem_relation_name_text":"掲載刊行物所蔵情報へのリンク
