Investigation showed that the framework for preventing consumer problems and recurrence was three layers. In the first layer, persons with disabilities and persons of advanced years would raise their power using social supports by personal training or group training with supporters. In second layer, their supporters would hold them by consulting personally and giving the information in daily life. In the third layer, Community General Support Center would construct support network related with Consumer Affairs Agency, Bar Association in the community, and the related agencies. Besides above result, social workers and supporters need to acquire knowledge about regal
