In spite of that reorganisation, their administration with private sectional ideas is not successful. The method of analysis is using the concept of policy network. This framework of reference makes relationship between actors clear with focusing on actors' interdependency for national universities' reformation. A result shows there were settled policy network and management. However, a newcomer having anomaly concept joined them and it decided the reorganising the national universities. On the other hand, existing actors operated its administration. Therefore, new actors managed them until decision of the reformation while existing actors succeed it after the decision. From these analyses, two problems arise: one is it can be said that a limit of network management were revealed. Another limit is that partial change of policy network is not adequate to operate policy for expected outcomes. According to the result, joining of new actors changed interdependency of resources, although it had many possibilities to reverse former condition because of its partial changes. In conclusion, the importance of proper policy network constructing was confirmed throughout the issue of limit of network
