In the beginning, the system was like a \"empty box\" labeled \"Assistance for Students with Disabilities\". During this ten-year period, the box has been filled year by year with a variety of approaches and ideas for assisting students. These details were established through the demands of a deaf student that reflected the needs of many others involved in this system. In this report, we are able to take a look at the last 10 years and review the strong opinions and ideas from the students that have received assistance. Currently and in the future this information for the students, so that they can appreciate the value and efforts made on their behalf through the foundation of this system. The special characteristics presented in this report displays the importance of the initial seeds that were gathered and planted by the Coordinator of Disability Services at Doshisha University and the \"germination process\" that evolved. This documented history of the system will continue to assist the investigations of the actual conditions within the program and also include information from Post-Secondary Education Programs Network of Japan and Japan Student Services Organization. This report deals with the aspect of compilation to create the \"situation\" that will be best to make the next step in the \"germination process\" and the future proposals in reading to a better environment in the
