| 内容記述 | 国立大学は法人化を機に再編・統合が進められている。しかし、この政策が大学経営という観点から合理的であるかどうかについては、十分に検証されてきたとはいえない。本稿では、多入力多出力システムの相対的効率性評価手法である包絡分析法(Data Envelopment Analysis)を用いて、大学経営の効率性について分析した。大学には教育・研究を直接的に管理運営する組織体と、それを支援する組織体が存在する。これらは学部(教学組織)と本部(事務組織)という関係を形成し、それぞれの業務を分担している。そこで、教育研究、管理運営の両面から国立大学の経営(活動)の効率性を分析し、規模の経済と範囲の経済がどのように働いているかを検証した。分析の結果から、大規模大学の効率性は高いが、中規模で付属病院を有する大学は低いこと、規模の経済については存在するが、学生数が7,000人以上の規模になると規模の不経済が生じること、専門分野の異なる学部間では範囲の経済は存在しないことが明らかになった。したがって、大規模総合大学に医科大学等の単科大学を統合するという従来の統合パターンは、経営の効率性という観点からすると合理的ではないといえる。 | |||||||||||||||||

| 内容記述 | Incorporation of national universities has promoted reorganization and integration of those universities. However, it has not been sufficiently verified whether this policy is rational or not from the viewpoint of university management. In this essay, the efficiency of university management is analyzed by Data Envelopment Analysis (DEA), one of the methods used for evaluating relative efficiency of the multiple-input multiple-output system. This paper analyzes the efficiency of national university management (activities) from the viewpoint of education and research, as well as from that of administration and management, and verifies how the economies of scale and the economies of scope function in university management. The results of those analyses clarify that the efficiency in large-scale universities is high, but that it is rather low in middle-scale universities with associated hospitals. Furthermore, it becomes clear that the economies of scale do exist, although diseconomy of scale arises in universities with 7,000 or more students, and that the economies of scope do not exist among faculties with different academic fields. Accordingly, the existing integration pattern of combining a college such as medical college, etc., into a large-scale university is not rationally sound in view of managerial efficiency. | |||||||||||||||||
