After the First World War, the government consulted the Institute regarding occupational training for demobilized veterans. Consequently, the University of London offered the Diploma for Journalism in 1919. The diploma curriculum emphasized liberal arts. Practical training in journalism education was initiated only after Tom Clarke assumed the role of the director in the late 1930s, but the Second World War interrupted the course. Clarke later moved to the British Ministry of Information. Thus, practical training in higher education for journalists could not take root in the UK at the
