Great changes have taken place in China in past 30 years, especially in the state-owned enterprises. They can be regarded as great achievements or successes of Chinese government's reform measures. The reforms since around 2000, however are different from the previous ones. In this paper, the author made a study of China's enterprise reform measures, cleared the characteristics of each period of Reform and Opening up, and ultimately concluded with the following conclusion. China's enterprise reform had a big shift from Government-led behaviors to Market-led activities around 2000, and Chinese government's role is changing greatly
