| 内容記述 | 地方自治体が電力投資を実施する場合、地方自治体は製造した電力を電力会社に販売するケースが多い。地方自治体の電力会社への売電は、地方自治体にとってみれば収入となるので地方自治体にとっては電力投資を行うインセンティブが発生する。しかし、経済全体としてみれば、地方自治体の収入は電力会社の支出増で相殺されることが予想される。地方自治体の電力会社への売電 を考慮するとき、地方自治体の電力投資による費用便益分析は必ずしも明らかでない。本稿では、地方自治体による電力の販売があるときに、この販売を考慮した費用便益分析を検討することを目的としている。 | |||||||||||

| 内容記述 | When a local government invests in electricity generation, in many cases, it sells the produced electricity to an electric power company. Since this sale will serve as an income source for the local government, there arises an incentive for electric power investment. However, from the perspective of the whole economy, the local government's income is offset by the increase in the expenses of the electric power company. The cost-benefit analysis for electric power investment by the local government is not necessarily clear when the sale of electricity to an electric power company is taken into consideration. This paper aims to do a cost-benefit analysis which takes this sale into consideration clearly. | |||||||||||
