We would like to give the name `Techno-Public' to people who have no alternative but to buy technological goods to access technology. Their view of the world and their way of life are mediated by technology in large part. They have to depend on experts' knowledge to maintain their artificial environment. Their attitude to technology is very passive. Hence it is possible to say that all their passivity would be the cause of market failure.
