In 1994 a survey of the English skills of approximately 1000 students was conducted at seven Kansai-area universities. A similar survey was conducted in 2008, involving 880 students from six Kansai-area universities. The tests and questionnaires used in the two surveys were the same. The results of the surveys were compared in order to assess any changes that might have occurred in the intervening fifteen-year period.
