The discussions for alleviation of human suffering caused by natural disasters have started. Especially, important issue is what we should do for the people who need special care in a time of disaster. However, the concept of 'the people who need special care' is not necessarily systematically discussed. This research shows that 'vulnerability' means not only mental-physical disorders but interactions between the demands of people and resources by analyzing risk aversive behaviors of people who take home mechanical ventilation at the Typhoon No.23 disaster in 2004. Concretely, appropriateness of \"disaster schema\", level of the distortion of \"subjective norms\", and access to \"resources\" influence the disaster risk aversive actions. As a result, this research suppose the concept of \"the degree that people need special care in times of disasters\" as interactions between hazard and vulnerability. The contents of this research are constituted by a general view of daily lifes of people who take home mechanical ventilation and the precedence research, methodology, results and
