| 内容記述 | 今日、人口の高齢化が進行するなか、一人暮らしの高齢者や夫婦のみの高齢者世帯が、地域のなかで近隣との接触も薄く、また周囲にうまく助けを求められないなど、社会的に孤立化しているという実態がある。筆者は二〇〇六年九月にオランダ・レオワルデン(Leeuwarden)市を訪れる機会を与えられ、そこで高齢者の社会的孤立の防止に力を入れているSWOL(Stichting Welzijn Ouderen Leeuwarden)という法人を訪問した。SWOLによる様々な社会的孤立防止プロジェクトは、ソーシャルワーカーやボランティアによる孤立しがちな高齢者への訪問やかかわり、また住民同士の社会的なつながりやネットワークの形成のために、地域住民が集まって話し合う場や機会づくりの活動である。すなわち、それらは高齢者の「自立支援」のために、多様なかたちでの「社会的接触」の機会を保障する活動として具体化されている。また、このような個々人の自立を支援する取り組みは、「地域の自立」や「コミュニティの自立」とでもいうような、住民主体の地域やコミュニティの形成にもつながっている。「自立すること」は「孤立すること」とは異なる。そして、「自立させる」ことは「孤立させる」ことではないのである。日本における高齢者の社会的孤立の背景には、地域における人間関係の希薄化が挙げられる。そして、日本のソーシャルワークには、高齢者に社会的接触の機会を保障し、住民同士のつながりと、それを通して人々の「居場所」を社会的にどう作るのかということを、見出していかなければならない。そのためには、ソーシャルワーカーが自ら地域に出向き、訪問する「アウトリーチ」と「問題・ニーズの発見」という役割が重要であり、日々の地道な活動が求められる。 | |||||||||||

| 内容記述 | Today, while the aging of the population progresses, elderly people of living by oneself and married couple's elderly household are in danger of being isolated socially. They have rarely contact with the neighborhood and can't ask someone for help. In September, 2006, I visited the SWOL (Stichting Welzijn Ouderen Leeuwarden), which is grappling with the problem of social isolation of elderly people in Leeuwarden City, Netherlands. SWOL has various projects to prevent the social isolation of elderly people. SWOL does activities to give various opportunities for "social contact" to elderly people, for the purpose of "support for independent of them". And, the activities to support for independence of individuals is connected with, so to speak, "the independence of the area" and "the independence of the community". "That someone should become independent" is different from "that person is isolated". Then, "making someone to become independent" is not "making the person to become isolated." Weakening of the human relations in the area, is shown as the background of the social isolation of elderly people in Japan. Then, any opportunities for social contact must be prepared for the elderly people. We must find how make the inhabitants' connection in the area by the inhabitants' power and activities, that is for example volunteer activities. For this purpose, the role of "reaching out for elderly people", "the discovery of the problem and needs", and "making inhabitants active", become very important roles for a social worker. Therefore, social workers must keep going to the area, keep visiting to elderly people, and keep being concerned. | |||||||||||
