Officials thought that this problem were excited by irresponsible spectators. The mayor, who was once bureaucrat of National Police Agency, introduced the bill that would prohibit those spectators from cheering hot-rodders. Surely this regulation included many problems in view of civil liberty, but catchy superficials (the peculiar costume for hot-rodder in itself, newly constructing practice fields in order to give vent to the young's energy, etc.) dismissed the problematics on redefining municipal police role.
