근대화는 갑오개혁을 전후하여 「언문」이 「국문」으로서의 지위를 차지하게된 데에서 시작되었다고 할 수 있다. 그 근거로는, 공문서에서 「진문」 대신에 「국문」이 사용되게 된 점 및 그 성공 여부는 차치하더라도, 근대적인 교육제도가 확립됨으로써 「국문」의 사용이 일반화하기 시작한 점 등을 우리는 들 수 있다. 이와 함께 과거제가 폐지됨으로써 중세적 언어(글말) 질서를 유지하는 기둥이었던 「진문」, 곧 한문이 설 곳을 잃었다는 것도 중요하다. 이에 대하여 당시의 기득권 세력들은 「진문」을 폐지할 수 없다고 맞서 보았지만, 결국은 역부족이었다. 이와 같은 제 측면을 고려할 때에, 역시 한국어의 근대화는 갑오개혁을 그 출발점으로 삼을 수밖에 없다고
