But it led a lot of harmful effects to pachinko players. As a result, a direction by the police force and self-regulation by the pachinko industry were put into practice, and traditional management policy had to come to be improved. For that reason, at first, some of pachinko parlor enterprises which carried out manegement reform came to search for what pachinko parlor should really be as a service industry. That is why mamegement reform has been excecuted by pachinko parlor enterprises since 1980s. Since then, the importance and necessity to change pachinko industry into \"sound\" industry has been emphasized, but there are only a few pachinko parlor enterprises which put manegement reform into practice today. The aim of this paper is to clarify factors to restrain the management reform which pachinko-parlor enterprises are carring out in the pachinko parlor
