 note = {本論文は、スポーツの地域化が進展する中、スポーツ施設建設に果たす競技連盟の役割について述べるものである。地域住民による主体的活動を前提とする総合型地域スポーツクラブの運営において、その障害となる要素には、財源の確保、人材確保、施設確保の3点がある。それら3点の課題に対し、行政からの助成金や各競技団体による人材育成、またNPO促進法やPFI促進法、指定管理者制度など、総合型地域スポーツクラブの運営をサポートする法律も整備されてきた。しかしながら、その活用には、効率性の追求が前提となるため、その恩恵を受けるクラブは多少なりとも規模の大きなクラブ、あるいは実績のあるクラブに優位性が見られる。このような厳しい競争原理の中での運営を余儀なくされている地域のスポーツクラブやスポーツ参加者に対して、競技連盟は、高度化のみならず大衆化にも目を向けた施策展開が求められる。 その可能性を有する施策には、スポーツ振興基本計画にも盛り込まれている、ナショナルトレーニングセンターの設置に対する競技連盟の積極的な関与が求められる。そのためには、競技連盟の積極的な地域貢献活動を実施することにより、地方自治体のスポーツ施設誘致に対し競技連盟の参画が可能な組織づくりを推進するとともに、競技連盟が中核となり、その施設を介して地域のスポーツクラブが有機的な連携関係を構築することが求められるのである。, The purpose of this paper is to argue about the part of the national sports societies for accomplish to build the athletic facilities in the regional.The national sports societies have three parts for environmental sports. 1) It is that to work for the public benefit. 2) It is necessary to environmental sports that to be improve at sports performance and population for the sports. 3) To build the athletic facilities and practical use.
