It shows that this new transnational education project was part of the Americanization education policy in Hawaii. In response to the issued surrounding Japanese language schools, the HEA's vision of an ideal Nisei leader changed from focusing solely on individuals who were Christian and loyal to America to developing those who were also bicultural (Japanese-American) and bilingual (Japanese-English). They moved training grounds from Hawaii to Japan, with Doshisha University as the study destination. This activity included HEA's unique tolerance and strategy to maintain the ruling class in Hawaiian society. It represented an education policy that connected international relations and racial issues within Hawaiian
