| 内容記述 | ハローワークが雇用のセーフティネットとして機能するためには，相談業務に専門性が求められる。それにもかかわらず，相談員は非正規雇用であり，専門性の獲得や発揮が妨げられる可能性がある。そこで，本研究では，相談員の雇用のあり方と専門性の関係に着目し，労働実態からその関係を解明した。資料調査では，求人検索システムや公的資料より分析した結果，相談業務の重要性が示されるとともに，その専門性は，相談員の処遇において適正に評価されていないことが明らかになった。インタビュー調査では，雇用のあり方と専門性の関係が明らかになり，有期雇用であることが雇用の不安定性や雇用不安から専門性の獲得・向上や業務上の力量発揮を困難にさせることが示された。 | |||||

| 内容記述 | In order for Hello Work (Public Employment Security Offices) to function effectively as an employment safety net, expertise is required in the provision of consultation services. However, consultants are employed on a non-regular basis, potentially hindering the acquisition, improvement and full utilization of their expertise. Therefore, this study focuses on the relationship between the expertise of consultants and their employment status. By analyzing data from job search systems and public documents, the study highlights the importance of consultation services for the unemployed seeking jobs and the establishments recruiting workers. However, it was also found that the expertise of consultants was neither appropriately evaluated nor rewarded in their personnel treatment. In the interview survey, a relationship between employment status and expertise was revealed, indicating that fixed-term employment makes it difficult for individuals to acquire and improve expertise, and fully utilize their skills on the job due to employment instability and job insecurity. To fulfill the role of Hello Work as a safety net, it is necessary to recognize the importance of consultation services and the expertise of consultants, and to ensure the employment stability of consultants. |
