In 1958, the Vocational Training Law (now the Vocational Ability Development Promotion Law) was enacted, and through subsequent amendments to the law, public vocational training is currently provided in Japan, focusing on 1) training for job seekers, 2) training for those in employment and 3) training for school graduates. However, there are few studies that systematically describe who, when, where, what and how such public vocational training is carried out. The author considered that here lies the challenge of previous research. Therefore, this paper describes the following four points: A) the definition of public vocational training, B) the organisational structure for the operation of public vocational training, C) an overview of the system for the implementation of public vocational training, and D) the legal changes that led to the current system of public vocational training. Based on these descriptions, the issues that should be asked when examining the state of public vocational training in Japan and their significance for research will be
