In order to promote business innovation and create new businesses, it is beneficial to form a "constellation" made up of small and medium companies, organizations, and individuals. An observer. a discoverer, a coordinator or a producer of the constellation has the "strength of weak ties" and its institutional and legal basis may be equivalent to "limited liability partnership (LLP)" in Japan.
