On the other hand, about 1.83 million people are unemployed, and their employment opportunities are also being lost. In order to solve these problems, public vocational training is attracting attention. Public vocational training is expected to increase the employment rate of job seekers, and to increase the rate of full-time employment and income after employment especially for women. Therefore, there are high expectations for the implementation of public vocational training by the current Kishida Cabinet, which aims to \" drastically strengthen 'investment in human resources'\". On the other hand, public vocational training in Japan tends to lump all job seekers together and does not critically examine which job seekers are included in public vocational training and which are excluded. Therefore, in this paper, we conducted interviews at Polytechnic Centers A and B and examined what kind of job seekers are eligible for public vocational training for job-seekers in terms of the annual number of training sessions, the number of capacity, the application rate, the fill rate of capacity, the employment rate, the existence of experience in the industry, the gender ratio, and the age ratio. As a result, it became clear that 1) each polytechnic center has expanded the public vocational training for job-seekers capacity and established a system where many job-seekers can receive its safety net function, 2) job-seekers without industry experience in particular have received the opportunity to take the courses, and 3) women, youth, middle−aged and elderly persons have had difficulty in taking the
