| 内容記述 | 何らかの事情により生まれた家庭から離れた子ども達が生活する児童養護施設での養育の質をいかに評価するのかについて，現在の第三者評価の評価基準項目の性質を分類すると共に，政策展開を俯瞰しながら，子どもの権利擁護部分の評価に着目して考察した。子どもの権利擁護の評価は一概には困難であることを念頭におきつつ，特に子どもの意見表明支援の強化が指摘されている昨今において，現段階では養育プロセスに分類される評価項目ばかりであり，評価における子どもからの意見の反映のためには，意見表明支援員等の独立した外部機関と連携するなどの子どもへの意見の聞き取り方法の模索が急務であると結論づけた。 | |||||

| 内容記述 | In this paper of this research was to examine how to evaluate the quality of foster care in children's homes where children who have been separated from their birth families, by classifying the nature of the evaluation criteria items in current third-party evaluations. And also focusing on the evaluation of the child rights protection part, while also looking at policy developments from an overview perspective. it is difficult to evaluate the protection of children's rights in general, especially in these days when the strengthening of support for children to express their opinions is being pointed out, at the present stage all evaluation items are classified as part of the childcare process. In order to reflect the opinions of children in the evaluation, there is an urgent need to find a method of listening to children's opinions in collaboration with external organizations. The study concluded that in order to reflect children's opinions in evaluations, there is an urgent need to find a way to listen to children's opinions in cooperation with external organizations. | |||||
