 note = {近年、大学を取り巻く環境は、「大学全入時代」の到来や、「国公立大学の民営化」などの影響により、従来の教育や研究だけでなく、地域貢献や社会貢献を視野に入れた「大学改革」に取り組まなければならない方向に変わってきた。また、そのような大学をステークホルダーに持つ地方自治体も、地方分権化の流れを受け「協治(governance)」によるまちづくりへの方向へと大きな転換を迫られてきている。このような2つの時代の潮流が接近し、現在全国で「大学と地域との地学連携によるまちづくり」が進んで来ている。内閣官房都市再生本部が2005年に調査した「大学と地域との取り組み実態についてのアンケート調査」によれば、大学と地方自治体の包括協定を結び進めるまちづくりの事例は早くも191件にのぼるという 。しかし、その大学と地域との連携に対する関心が高まる一方で、その歴史的な背景など体系的な研究がまだ多く存在しないのが現状である。そこで本稿では、このような現在全国規模で進みつつある大学と地域との連携のあり方に着眼し、その地学連携の背景を大学・地域側それぞれの論点から整理する。そしてその実際を確かめるべく、後半では事例編ということで、(i)「大学法人主導型」、(ii)「学生主導型」もしくは(iii)「教員主導型」、(iv)「ガバナンス型」という4つの特徴的な地学連携の事例を紹介する。, Recently, the university has changed into the direction in which it should work on "Reforms in university education" that consider not only education and research, but also the collaboration of the university and the region. Local government has also changed into the direction in which it develops city planning that consider "local governance". But, systematic researches about local governance through university-government partnership do not exist.
