 note = {本論文は、2006年度に文部科学省から発表されたスポーツ振興基本計画中間報告を基に、進展するスポーツの地域化の現状と、その拠点となるクラブの運営について考察するものである。従来の学校・企業を中心としたスポーツ環境から地域に受け皿を移行していくことは、わが国のスポーツが抱える諸問題に対して、より大きな枠組みで対応しようとする試みである。スポーツクラブが学校・企業から独立して地域に存在するためには、既存のスポーツクラブとの関係や住民に対する魅力あるスポーツプログラムの提供、自主財源の獲得など、これまでのスポーツクラブにはなじみの薄かった経営的視点が求められる。地域のスポーツ環境における市場の形成や競争原理、受益者による費用負担という経済活動の承認は、教育や労働市場、福祉サービスなどの面でみられる規制緩和の動向とも合致する。今後スポーツクラブには、クラブの内部環境の整備を推進するとともに、クラブ外の組織とも積極的に関係を深めていくことが求められる。特に近年では、NPO法やPFI促進法、指定管理者制度といった諸制度も整備されるなど、クラブと行政の緊密な関係がスポーツの地域化の進展に深く関わるものである。, The purpose of this paper is to argue about environmental sports that to be regionally.
