Future」以来、世界的に持続可能な発展という概念が世界中に広まり、農業の持続可能性もまた、世間の関心を集めるようになった。第二次世界大戦後の食料増産を目的とした生産性向上施策にともなう、農業の工業化は数々の問題を引き起こしたことは周知のとおりであるが、価格市場政策といった、補助金政策もこれに貢献していた。1992年のCAP改革では生産と所得補償のデカップリングされた直接所得補償が導入された。一方、わが国においては、92年には「新しい食料・農業・農村政策の方向」を公表し、1999年には新基本法「食料・農業・農村基本法」が制定された。ここでは、農産物市場価格を市場メカニズムにゆだね、価格変動の影響には経営安定対策で対処するという、価格政策から直接支払い政策へ転換がなされた。わが国においてはじめての直接支払い制度は、中山間地域等直接支払制度である。 本研究ノートは、デカップリングされた価格政策、すなわち直接支払いへの移行によって、環境への影響をはじめとする補助金政策の問題点は解決できたのかを検証した。ここで、支払いの目的・対象、費用負担において問題があることが明らかとなった。 本研究ノートでは、この問題の根底には、農業地域を中央集権的に画一的に横切りして解釈していることにあるという仮定のもと、バイオリージョナルなまとまりを基準に農業地域を解釈することを提言するとともに、一例として、わが国をはじめとするモンスーンアジアの特徴的な圃場である棚田の流域連関を用いて、その特性を実証した。
