We examine a distinctive featurer of administrative behavior on prefectural cooperation, and also analyze additional case studies. The results of analysis revealed difficulty of infrastructure improvement which is high cost, clearness of program and implementation prosess by prefectural cooperation. These findings point towards introduction of the regional government in
