review","bibliographic_titleLang":"en"}]}]},"item_1_description_12":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"NPM的な思想を中心として行われている最近の行政改革の流れのなかで、成果主義を基にしたさまざまな経営管理手法が工夫されてきた。民間で戦略経営管理のツールとして開発されたBSCが行政の分野にも導入されつつある昨今の動きから、行政の分野においてBSCの適合性を究明しようとする試みがこの論文である。 第2章では、BSCの理論面に触れた。BSCの創始者であるロバート∙キャプラン(Robert S.Kaplan)とデビット∙ノートン(David P.Norton)がいうBSCの概念と内容、構築方法などを通じて、本稿で行われる議論の理論的な枠作りを試みた。 第3章は、BSCの概念を的確に把握するため、実際にBSCを運用している民間企業の事例調査結果を中心に議論した。この章には日本企業の主な経営管理手法がMBOであることと、BSCとMBOの類似点が触れられており、さらに、日本企業が受け止めている成果主義への考えを紹介することによって、後述の行政における成果主義の方向性にも結び付けようとした。 第4章は、行政におけるBSC導入の事例を文献調査により紹介し、BSCが行政に導入されるときの諸問題点として、行政は財務的成果を測りにくい、顧客の特定が困難、ミッション管理と定量化の困難などを挙げた。同時にBSCが行政に定着する要件としてBSCの戦略経営マネジメントと組織のコミュニケーションのツールとしてのメリットを活かすことと、BSCをガバナンスのツールとして活用することを提言した。
