The United Nations had shifted its activities from minority protection to individual right of non-discrimination. After the demise of communism in Central and Eastern Europe, however, CSCE/OSCE and the Council of Europe especially have focused on autonomy as the applicable measure to solve conflicts concerning national minorities. These international organizations formulated \"international standards\" of autonomy by adopting documents and other international instruments. Although these instruments were not binding law, the practices of State members responded positively to these standards as if they were binding norms.
