以上となっている。地域や対象河川により差はあるものの、環境保全や環境体験学習など多様な取り組みが実践されている。河川にかかわる組織活動の原点を考えた場合、それは治水や利水のための川普請であり、生活や産業を維持するために組織された水防組織などの組織がその核になっていたのではないかと考えられる。本稿は、日本で先駆的に近代治水事業が展開された淀川流域を例に、水防組織とNPO組織を地域組織として定義した上で、明治から現在に至るまで、河川にかかわる地域組織が成立し地域社会の中でどのような役割を担い変遷をとげてきたかについて整理し、両組織の比較検討を行なうものである。はじめに問題意識と地域組織の定義を述べ、淀川流域の変遷を概説したのち、淀川本川における代表的な水防組織である淀川左岸水防事務組合を調査対象として、明治以降に法制度化していく過程から現在までの変遷について調査し、課題などを明らかにする。あわせて主に昭和40年代以降、自然保護や環境改善を求めるNPO活動が行なわれるが、その成立から現在のNPO組織の動向について整理する。これにより淀川流域における地域組織の特徴を明らかにするとともに、今般全国各地で相次いだ水害に鑑み、河川行政において水防体制の見直しや検討が行なわれているが、地域組織に焦点をあてながら若干の考察を試みる。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_1_description_13":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"研究(Note)","subitem_description_language":"ja","subitem_description_type":"Other"}]},"item_1_description_25":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_1_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.14988/pa.2017.0000010406","subitem_identifier_reg_type":"JaLC"}]},"item_1_publisher_15":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"同志社大学大学院総合政策科学会","subitem_publisher_language":"ja"}]},"item_1_relation_24":{"attribute_name":"関連サイト","attribute_value_mlt":[{"subitem_relation_name":[{"subitem_relation_name_language":"ja","subitem_relation_name_text":"掲載刊行物所蔵情報へのリンク
