But, around 1900 Kannousha waned and the agriculture reform project by the prefecture was changed. So Manabe wrestled with developing the apple crop in Nagano and worked hard to grow it into one of the leading apple producing centers in Japan. It was Manabe's respect for and deep attachment to Enri Hayashi who sent him to Nagano and brought him up there that made it possible for him to continue his activity, in addition to his pride as an agriculture reformer and his experience in Fukuoka Prefecture, his hometown. In the latter half of the Meiji Period, the leadership of the agriculture reform was converted to the nation and the Government, and the agriculture reformers who had been actively engaged in this field outside the Government influence began to walk away from the agriculture reform movement, but there were some who remained very enthusiastic about the movement.
