An institution excludes the morality of the men nature or their ability to adapt by illogical actions, and then it doesn't mutually cause their sense of responsibility to institutionalization as mutual agreement in not only the government but also the private organization. Therefore people's public welfares cannot be not established and become common in the process of making an institution. It is for these reasons that any institutions and institutionalization should not be trusted. Chikuzan's \"johei\" theory or his \"shaso\" theory arrived at the public welfare thought if social securities are possibly realized \"Publicness\" by the mechanism of sharing allotted morality and risk, while sharing the logic of \"Giri\" under the expansion and stabilized durability of the morality,and in the local society not to be able to spread enough the development of the region that can cooperate with various profits as the national
