| 内容記述 | 太宰春台から中井竹山にかけての「経済」思想の展開は、個々の徳の自覚と学習によるネットワーク的プロセスが制度枠組に先行すること、そして知識・行動のコントロールによるモラル的認知と世論とを活性化させることが、公共厚生のための制度設計とその波及効果につながることを明らかにした。というのは、これらの手段が人間本性の徳に働きかけ、非合理的行動が適応性をもつことを排除しておかなければ、あるいは政府だけでなく、民間においても、制度化に対する責任感が、互いに合意として生じなければ、信頼されるべき制度化として定着しないし、人々の厚生にとって共通なものとはなりえないからである。竹山の「常平」論にしても、彼の「社倉」論にしても、徳の拡大、安定持続性の下での「義利」の論理を共有しつつ、国体としての諸利と連携できる地域の発展を十分に普及させることができない地域社会では、社会的安全保障が「公共性」をモラルとリスクとの共有分担の仕組によって実現できるならば、厚生思想に行き着いたことになる。 | |||||||||||

| 内容記述 | The development of "Political Economy" thought from Shundai Dazai to Chikuzan Nakai clarified that they caused the system design for public welfare and some effects, through the network process by their consciousness and learning of individual morality proceeding to the system framework, and through the activation of morality acknowledgment and the public opinion by their control of knowledge and action. An institution excludes the morality of the men nature or their ability to adapt by illogical actions, and then it doesn't mutually cause their sense of responsibility to institutionalization as mutual agreement in not only the government but also the private organization. Therefore people's public welfares cannot be not established and become common in the process of making an institution. It is for these reasons that any institutions and institutionalization should not be trusted. Chikuzan's "johei" theory or his "shaso" theory arrived at the public welfare thought if social securities are possibly realized "Publicness" by the mechanism of sharing allotted morality and risk, while sharing the logic of "Giri" under the expansion and stabilized durability of the morality,and in the local society not to be able to spread enough the development of the region that can cooperate with various profits as the national system. | |||||||||||
