The main goal is to make the electricity market to be competitive as a result, to improve the high-cost performance, to lower the charge and to increase the consumer surplus. However, it increases uncertainty on the future profit. Firms are unwilling to invest for uncertainty to avoid sunk cost. In this paper, I investigate that the electricity firms reduce to invest for increasing of uncertainty after the regulatory reform started. I find that the electricity firms reduce to invest toward the supply and distribution system as well as the power system.
