In the 2nd chapter, it explains about the conditions of that in the U.S. in 1970's when the act was enacted by the introduction of cases at that time. In the 3rd chapter, PARC and Mills cases are argued. Those cases were the federal district court judgments given in 1972, and affected the enactment of the act. And they agreed or ordered to provide the free appropriate public education. In the 4th chapter, it explains the Rodriguez case. This is the case ordered about the same time. It was not the judgment ordered toward the children with disabilities education directly, but it affected the enactment of the act too. In the 5th chapter, it explains about the law about the right of the children with disabilities before the enactment of the Education of All Handicapped Children Act of 1975. In the 6th chapter, it explains the contents of the Education of All Handicapped Children Act. At last, I make a suggestion for the problem of the education of children with disabilities in
