 note = {スポーツをマネジメントの視点で捉え、体現するには何が必要となるのか。それは、スポーツを公共財として捉え、文化装置として社会へ定着させることにある。つまり、スポーツそれ自体が社会性を持ち、スポーツ選手が多くの選択肢を有する教養レベルを保持することにある。しかし、「空疎な頭蓋に逞しい肉体」という揶揄があるように、スポーツには社会的承認の欠如というアンビバレンスが存在する。よって、スポーツに関わる全ての人間の認知的レベルの向上がその命題となる。 そもそもスポーツとは私的で自由なものである。学説によるスポーツの語源、carry awayは、ココロの不安を体を使って解消とする意であり、体を動かすことを人間の基本的な行動原理と理解する。そして、このような行動原理による人間復興は「脳―心―身体」の高水準の統合体によって実現可能となり、この人間行動の高度な発現が競技スポーツと考えられる。 日本におけるスポーツは、近代社会における国家の形成と維持・発展の根幹に関わる重要な政治課題として扱われ、権力、社会、軍事の密接な交錯により、学校教育機関と企業を媒体として、その大衆化と高度化が推進された。しかしながら、競争原理と市場原理が顕著となった社会の変容は、自然かつ自明で存在を疑わなかった絶対的な「制度」の崩壊を招いている。それはスポーツを取り巻く環境においても例外ではなく、現在、学校運動部活動と企業スポーツは低迷と衰退という様相を呈している。 このような環境変化に相応し、新しいスポーツ形態の動向が見られる。文部科学省施策、Jリーグ百年構想、スポーツNPO法人、大学コンソーシアム京都の取り組みがそれである。そして、このような動向を踏まえ、今後の展望を以下の5点において指摘したい。・ スポーツの新しい機能 ソーシャル・キャピタル構築の「ハブ」 ・ 地域住民のスポーツに対する意識改革 ・ 企業におけるスポーツ文化支援に対するスキームの変革と社会的役割の再確認 ・ メディアにおけるスポーツの商品価値としての追及と文化的価値のバランス ・ 行政における縦割りセクショナリズムを越えた総合的・横断的なスポーツ政策の推進体制 つまり、スポーツの組織体を経営体の行動と捉えた文字通り"ガバナンス"が必要となるのである。マネジメントの視点はスポーツ振興への重要な方法論を提供するものであるが、スポーツは「全人教育」の体現であり、運動に対する欲求を原点とした自己のスポーツ条理の再構築がその前提条件となるであろう。, Do you catch with the viewpoint of management of a sport. That is to say, it is that sport itself has social position and all sport players and the culture level which has many choices. Therefore, cognitive levels of all the human beings which engage in a sport intervenes the proposition is to improve. First of all, a sport is private and free. The origin of a word of a sport is "carry away" by the theory are it means to ridding of the uneasiness of the heart by using the body. To move the body is understood man's fundamental action principle. And the human revival by such action principle integrated object becomes realizable by high level integration among "brain-heart-body". Regards discovery of this human action as be a game sport. Sport in Japan was treated as an important political problem which relates with the basis of national formation, maintenance and development in modern society. The sophistication and popularization of a sport was promoted by close mixture of power, society, and military affairs through a company, and a school education organization. However, the changing of society which has remarkable competition principle and a market principle causes the collapse of an natural and obvious absolute "the system". The environment surrounding a sport is not exception. And the present, athletic club and company sport are in a sluggish and decline phase. The trends of new sport forms appear according to such environmental changes. They are a policy of Ministry of Education, Culture, Sport, Science, and Technology, the J-.league 100-year design, a sport NPO corporations, and university consortium Kyoto. And I point out the prospects in five points on a basis of such a trend. - New function of a sport "Hub"-social capital construction. - To reform community's consciousness about sports. - To reform company's schema to support sports culture and to reconfirm a social role of sports. - A balance of cultural to persuade sports as commodity value and cultural value of sports. - Promotion system of synthetic sports policies which surpass a bureaucratic in administration. That is to say, "the governance" which grasps the sports organism as an action of management is necessary. Although the viewpoint of management supplies a impact methodology to sports promotion, sports are embodiment of "all-round education".
