| 内容記述 | 本稿は、アイゼンハワー(Dwight D. Eisenhower)政権(1953年-1961年)の国家安全保障戦略であったニュールック戦略の本質について、同政権で統合参謀本部議長を務めたラドフォード(Arthur William Radford)の役割に焦点を当てて論じたものである。特に本稿では、ラドフォードの持論であった軍事的観点中心の強硬論が、政権内部の議論を通じて最終的に否定されたことによって、ニュールック戦略は「冷戦戦略」としてのその本来の姿をはじめて確立したとの著者の認識から、彼の強硬論が政権内部の議論において実質的に否定される1954年のインドシナ危機までの時期を対象に論じている。具体的には、第1章において、統合参謀本部議長に就任する以前に形成されたラドフォードの強硬論の内容を明らかにし、第2、第3章において、彼の強硬論がニュールック戦略の形成とそのアジアへの適用過程で政権首脳によっていかに議論され、否定されていったのかを、1954年のインドシナ危機へのアイゼンハワー政権の対応も含めて分析している。そして最後に、結論部分でニュールック戦略の本質について若干の考察を行っている。 | |||||

| 内容記述 | In the article, the author examines the essence of the so-called New-Look stratery of Dwight D. Eisenhower Administration (1953-1961) of the United States. Especially, the author focuses on the role played by Arthur William Radford, chairman of the Joint Chielfs of Staff of that Administration, in the process of formulation of the strategy and its application towards Asia-Pacific region. Based on the author's understanding that the Adminstration substantially established the New-Look as a Cold War starategy at the end of the Indochina crisis of 1954 by refusing to accept Radford's military-centered approach in its application, the author specifically analyzes the process in which Radford's approach was denied by other administration officials in the policy-making process by that time. The author firstly examines the content of Radford's military-centered approach and his thoughts which were formed before assuming his role as the chairman of the Joint Chiefs of Staff. Then the author analyzes the phase in which Radford's arguments are denied in the process of New-Look's formulation and its application towards Asia-Pacific region in 1953 and 1954, including the precess of 1954 Indochina crisis. Finally, in conclusion, the author provides a short analysis regarding the essence of the New-Look strategy. | |||||
