導入は今や、国家的プロジェクトとして官民一体で取組んでいる。これらの取組みにも係わらず中小企業への導入が進まないのは、現行政策における現場経営者のニーズ把握が十分機能していないとの考えで、ISM手法で問題の因果関係を客観的に階層化して深化を図り検証した。その結果、導入や取引先との調整ノウハウを持った人材確保という、中小企業固有の問題が導かれた。従来の顧客企業中心の政策に加え、企業の中枢業務を第3者のサービスベンダーに託す、アウトソーシングを前提にした解決が必要になる。この分析結果は、ITベンダーを中小市場に参入させる問題として注目される。具体的アプローチは、1)過去のアンケートから中小企業のIT化に関するキーワードを選定し、雑誌等の記事から使用頻度を決定する。2)このキーワードをISMに適用してIT問題を構造化し、原因究明する。3)解決に当たって、WD(Work
